feat: 优化 AI 审查设置页结构

- 将设置项合并为 4 个逻辑分组：检测策略、关键字管理、AI 配置、处理规则
- 检测策略：整合实时检测模式、抽查概率、智能预审查
- 关键字管理：整合 AI 学习开关和手动添加关键字
- AI 配置：整合 Prompt 模式、置信度阈值
- 处理规则：整合自动处理方式、检测范围、白名单
- 优化界面布局，使用统一的样式和间距
- 添加清晰的标签和分组，提升可读性
