fix: 修复移动端TODO缺少endif导致的PHP语法错误

- 在移动端TODO列表的</ul>后添加缺失的<?php endif; ?>
- 修复了'unexpected end of file'的语法错误
- 确保所有PHP条件语句都正确闭合
