fix: 优化设置页结构细节

- 移除 AI 垃圾评论识别中的'检测结果'三级标题
- 移除页脚设置中重复的两个二级标题
- 将页脚设置内容直接放在一级标题下
- 文件从 6480 行减少到 6475 行
